The State Department for Internal Security and National Administration is hiring Secretary, Probation.

Requirements;
For appointment to this grade, a candidate must have: -
(i) cumulative service period of fifteen (15) years, three (3) years of which must be in the grade of Deputy Director, CSG 6, and above or in a comparable and relevant position in the public service;
(ii) a Bachelors Degree in any of the following disciplines: - Social Work, Sociology, Criminology, Law, Counselling Psychology, Social Psychology, or equivalent qualifications from a university recognized in Kenya;
(iii) a Masters Degree in any of the following disciplines: - Social Work, Sociology, Criminology, criminal Justice, Law, Clinical Psychology, Counselling Psychology, Social Psychology, or equivalent qualifications from a university recognized in Kenya;
(iv) a Certificate in Leadership course lasting not less than four (4) weeks from a recognized institution;
(v) demonstrated professional and managerial competences and ability as reflected in work performance and results; and
(vi) exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to probation and aftercare service function.
Duties and Responsibilities;
(i) overseeing the development, implementation, reviewing and interpretation of probation and aftercare services, policies, strategies, standards, guidelines and procedures
(ii) advising the Cabinet Secretary, Principal Secretary and the Chief Justice on matters relating to probation and aftercare services;
(iii) ensuring compliance to probation of offenders Act, Cap 64, Community Service Orders, Cap 93, and other relevant Acts;
(iv) providing strategic leadership in the implementation of probation and aftercare programmes, projects and activities;
(v) spearheading institutional reforms in collaboration with other justice administration agencies;
(vi) initiating the development, implementation, and review of the necessary legal and institutional frameworks;
(vii) proving progress reports to the central probation committee on all offenders placed on probation and aftercare services for non-custodial sanctions;
(viii) providing secretarial services to central probation committee as per the probation of offenders Act, Cap 64 rules 16(2) (4);
(ix) overseeing the implementation of counter violence extremism programme in probation and aftercare with collaboration with the National Counter Terrorism Centre;
(i) overseeing the development, implementation and review of national standards of probation practice;
(ii) establishing linkages and collaboration with stakeholders and development partners;
(iii) ensuring the implementation of international treaties and conventions ratified by Kenya on probation practice;
(iv) facilitating benchmarks on offender management best practices;
(v) collaborating criminal justice agencies and other relevant stakeholders for administration of justice;
(vi) spearheading the development and implementation of the department’s strategic plans, work plans, budgets and performance contract and performance appraisal;
(vii) ensuring compliance with good governance and code of ethics; and
(viii) managing and developing staff in probation and aftercare service
