Deputy Director, Peace Building and Conflict Management

The State Department for Internal Security and National Administration is hiring a Deputy Director, Peace Building and Conflict Management.

Six vacancies available, and applicants must have at least 12 years of experience.

Job Scale
CSG 6

Requirements;
For appointment to this grade, a candidate must have: -
(i) cumulative service period of twelve (12) years, three (3) of which must be in the grade of Assistant Director Peace Building and Conflict Management, CSG 7 or in comparable and relevant position in the public service;
(ii) a Bachelors Degree in any of the disciplines: Peace and Conflict Management, Peace and Conflict Studies, Political Science, anthropology, Sociology, Social Work, Law, Diplomacy and International Relations Resolution and Humanitarian Assistance Studies, Project management, Strategic Studies, Psychology, Criminology, Police and Military Science or Gender and Development from a university recognized in Kenya; and
(iii) demonstrated high degree of professional competence and administrative capability required for the effective planning, direction, control and coordination of the Peace Building and Conflict Management Function

Duties and Responsibilities;

An officer in this level may be deployed to Head either the Peace Building Division or Small Arms Control Division.

At Peace Building Division
In the Peace Building Division duties and responsibilities will include:
(i) formulating, interpreting and reviewing policies, strategies, programs, laws, regulations, standards, guidelines and mechanisms governing peace building in liaison with other stakeholders;
(ii) providing secretariat to the national steering committee on Peace Building;
(iii) mobilizing resources and fostering collaboration and partnerships in support of peace building programmes;
(iv) facilitating research on peace building and conflict management;
(v) co-ordinating domestication and implementation of regional protocols agreements, mechanisms on peace building including IGAD-CEWARN (Inter-Governmental Authority on Development-Conflict Early Warning Early Response Mechanism, EAC Peace and Security Protocol (CPMR/EACWARN), international treaties including United Nations Security Council Resolutions (UNSCR)1325, 1820, 1888, 1889, 1960;
(vi) facilitating establishment of the National Conflict Early Warning and Early Response System and the National Information Resource Centre on peace building;
(vii) promoting conflict prevention, management, resolution, national healing and reconciliation processes;
(viii) monitoring and evaluating peace building programmes;
(ix) providing technical advice on peace building;
(x) advising on National Peace Awards;
(xi) facilitating commemoration of National and International peace events; and
(xii) planning, budgeting, capacity building and performance management of staff;

At Small Arms Control Division
In the small Arms and Control Division, duties and responsibilities will include:
(i) formulating, interpreting and reviewing policies, strategies and programs on small arms control;
(ii) ensuring implementation and review of laws, regulations, standards, guidelines and mechanisms governing small arms control in liaison with other stakeholders;
(iii) co-ordinating research; mobilizing resources and fostering collaboration and partnerships in support of small arms control programmes;
(iv) initiating the domestication of International Instruments such as the 2001 UN Programme of Action (UNPoA), the 2013 Arms Treaty, the 2001 UN Protocol against illicit manufacture and trafficking in firearms and various Regional declarations and protocols;
(v) monitoring and evaluating small arms control programmes;
(vi) providing technical advice on small arms control;
(vii) co-ordinating establishment of a national framework on small arms education and awareness;
(viii) facilitating commemoration of National and International events on small arms control;
(ix) providing secretariat to the Kenya National Focal Point on Small arms; and
(x) planning, budgeting, capacity building and performance management of staff.
